Stenbock House, 12 April 2023 – Prime Minister-designate Kaja Kallas today received 59 votes and therefore approval from the Riigikogu to form the next government. The incoming coalition will include the Estonian Reform Party, Estonia 200 and the Social Democratic Party.

Prime Minister Kallas stressed that the coalition agreement set out the three parties’ unified vision of the key challenges facing Estonia. “All of us in the coalition want to ensure the broad-based security of the Estonian state, to invest in the competitiveness of the Estonian economy and in energy security and to implement green reforms at the same time as modernising tax policy, thereby increasing social well-being in the biggest cities and smallest places in the country alike,” she said. “Our joint wish is to make forward-looking decisions in ever-changing times so as to boost our people’s well-being, offer better services, preserve our language and culture and ensure a better tomorrow.”

The coalition has set itself six policy goals:

1. Boosting security

2. Ensuring the sustainability of public financing

3. Implementing green reforms

4. Reducing regional stagnation

5. Reducing income inequality and extending people’s average lifespan and the number of years they lead healthy lives

6. Developing the personalised state and ensuring high-quality education
